The International Hydrogen Ramp-Up Program (H2Uppp) funded by the Federal Ministry for Economic Affairs and Climate Action (BMWK) and the develoPPP Program funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) apply a Private- Public Partnership (PPP) approach to leverage the strengths and resources of both the private and public sectors to achieve sustainable development goals in partner countries.

 

Under H2Uppp, GIZ Vietnam develop and implement the PPP project Green Hydrogen Business and Technology Hub (GH2 Hub) to develop markets for green hydrogen and power to x technologies and applications by collaborating with private businesses. To this end, private companies, in partnership with the Vietnamese-German University (VGU) are establishing a GH2 Hub on the VGU campus in Binh Duong. This GH2 Hub will promote networking, education, research, and technology transfer to build Viet Nam’s green hydrogen economy. It will serve as a Center of Excellence for training professionals and technicians and showcase green hydrogen applications.

 

Under develoPPP, GIZ develop the PPP project Balcony Solar System for Viet Nam (BSS4VN) which aims to replicate Germany’s successful balcony solar systems model in Viet Nam. Several local and German companies implement a demonstration project with up to 100 balcony solar systems for self-consumption in various building types, provide policy recommendations, develop a scalable business model, and conduct dissemination workshops.

 

The two projects are looking for a qualified, motivated, and dedicated professional to fulfil the following position of

Project Officer in Public Private Partnership

Duty station: Ho Chi Minh City

Duration: 01.04.2025 – 31.12.2026

 

The Project Officer is expected to undertake substantial administrative, logistical, conceptual, and technical work and will work with the GIZ Viet Nam team and external energy experts to develop and implement project activities. The position will require frequent travel to the VGU Campus in Binh Duong and occasional domestic and regional travel. We are seeking a candidate who is diligent in their commitment to upholding company compliance standards. The Project Officer will work 50% for the GH2 Hub and 50% for the BSS4VN project.

 

The Project Officer has the following responsibilities and tasks: 

 

Project Development and Implementation:

  • Develop and implement comprehensive strategies and operational plans for both projects, including detailed timelines, budgets, resource allocation, membership structures (where applicable).
  • Oversee the establishment and operationalization of the G2 Hub and the demonstration project on balcony solar systems, including physical setup and resource allocation.
  • Ensure quality control and adherence to safety standards.

 

Stakeholder Coordination:

  • Engage key stakeholders relevant to both projects, including private sector companies, public sector agencies, policymakers, academia, civil society, building owners, and residents.
  • Facilitate effective communication and collaboration among all stakeholders through meetings, workshops, conferences, and networking events.
  • Build strong relationships to foster partnerships and collaboration across both initiatives.
  • Represent both projects at relevant forums and events.

 

Technical Support:

  • Provide technical guidance and support to stakeholders on green hydrogen technologies, applications, business models and solar balcony design, installation, and maintenance.
  • Collaborate with technology providers and research institutions for both projects.
  • Conduct technical assessments for both green hydrogen and balcony solar system initiatives.
  • Develop policy recommendations to promote adopting green hydrogen and balcony solar systems.
  • Advocate for both initiatives through engagement with policymakers and government agencies.
  • Develop scalable business models for both green hydrogen and solar balconies in Viet Nam, including market analysis, pricing, and distribution.

 

Monitoring and Reporting:

  • Develop and implement monitoring and evaluation frameworks for both projects.
  • Collect and analyze data on project activities and impact.
  • Prepare regular reports.

 

Minimum requirement of qualifications and experiences:

  • Bachelor’s or master’s degree in engineering (e.g., Renewable Energy, Environmental Engineering, Chemical Engineering), International Business, Business Administration, Project Management, or a related field. A focus on energy, sustainability, or international development would be advantageous.
  • 10 years of professional working experience in project management, preferably in the energy sector or related fields.
  • Demonstrated experience in developing and implementing projects, including planning, budgeting, execution, monitoring, and reporting.
  • Experience working with diverse stakeholders, including private sector companies, government agencies, and academic institutions.
  • Experience in solar energy and green hydrogen is highly desirable.
  • Experience working in international or cross-cultural settings is a plus.
  • Experience working with GIZ is an additional value.
  • Strong project management skills, including managing complex projects with multiple stakeholders.
  • Excellent communication, interpersonal, and presentation skills.  
  • Ability to build and maintain strong relationships with stakeholders.  
  • Strong analytical and problem-solving skills.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Language skills: Vietnamese as a mother tongue; fluency in English.
  • Knowledge of green hydrogen technologies and solar energy applications, and market trends is a plus.
  • Familiarity with public-private partnerships and stakeholder engagement processes.
  • Willingness to travel frequently to VGU Campus in Binh Duong, occasionally, both domestically and regionally.
  • Strong commitment to sustainability and the development of green hydrogen.
  • Self-driven and proactive personality with excellent skills to organize him-/herself and to prioritize and structure tasks. 
  • A good team player who is willing to take on responsibility and work independently.
  • Highly motivated to work in a multicultural environment.
